ISEE ordinario

The general-purpose ISEE used for almost every national benefit — Assegno Unico Universale, Reddito di Cittadinanza / Assegno di Inclusione, Bonus bebè, Carta Acquisti, esenzione ticket sanitario. Uses redditi from two years prior and patrimonio from last year. Valid until 31 December of the calendar year.

Income drop

ISEE corrente

An updated ISEE you can request when the household has lost income (job loss, end of unemployment benefit, drop above 25%) or had a significant change in patrimonio. Refreshes redditi to the last twelve months. Valid for six months (income trigger) or twelve months (patrimonio trigger) and overrides the ordinario while in force.

Separated parents

ISEE minorenni

Required when an application concerns a child whose parents are separated, divorced or never married, and don't share a nucleo familiare. The DSU adds a module for the parente non convivente, capturing the non-custodial parent's income and assets, since both parents' economic capacity is counted.

University

ISEE università

The variant universities and ERSU/ADISU bodies use to set tasse universitarie and borse di studio. Typically aggregates the student with the family of origin; treats the student as autonomo only if they meet strict residency-plus-income conditions for two years. Free tuition usually applies up to around ISEE €22,000.

Long-term care

ISEE socio-sanitario

Used when a household member needs residential or domiciliary socio-sanitario care — RSA placement, ADI, centro diurno. The DSU allows a restricted nucleo (the beneficiary plus spouse and minor children only) to avoid weighing the income of adult siblings or non-cohabiting children against the cost contribution.

Family university

ISEE università per parenti

For students with separated parents seeking university benefits — combines the ISEE università rules with the parente non convivente module from the ISEE minorenni. Common in mixed scenarios where a student is registered with one parent but the other has substantive income relevant to grant calculations.

What does an ISEE unlock?

About the ISEE and the DSU

The ISEE — Indicatore della Situazione Economica Equivalente — is Italy's universal means-test indicator, the single number used by INPS, comuni, regioni, ASL, universities and a long list of public bodies to decide whether you qualify for a benefit and at what intensity. The ISEE is the output; the input is the DSU (Dichiarazione Sostitutiva Unica), a self-declaration covering household composition, redditi from prior years, patrimonio mobiliare (current accounts, savings, brokerages, pension funds) and patrimonio immobiliare (the rendita catastale of every property and any residual mortgage). INPS combines these into the ISEE through the scala di equivalenza, which divides the household's total economic capacity by a coefficient based on size and composition — bigger families and households with disabled members get a more favourable coefficient. How to file an ISEE in 5 steps

1. Decide the variant

Who uses the ISEE and the DSU?

Families with children

The single biggest user base: every family applying for the Assegno Unico Universale needs an ISEE to unlock the upper-bracket amount. Without one, INPS pays the minimum floor. Same for bonus asilo nido, mensa scolastica reductions, bonus libri and a long tail of regional family bonuses.

University students

Universities and regional ERSU/ADISU bodies require an ISEE università before they can compute tasse universitarie and award borse di studio. Free tuition typically applies up to around ISEE €22,000, with progressive bands above. The ISEE università ordinarily ties the student to the family of origin; only a strict two-year independence test makes the student autonomo.

Separated parents

When parents are separated or never married and don't share a nucleo familiare, the ISEE minorenni captures both parents' economic capacity via the parente non convivente module. Required for the Assegno Unico Universale, bonus asilo nido, university benefits — wherever the child is the beneficiary and one parent lives elsewhere.

Low-income households & ADI

Households applying for the Assegno di Inclusione (the post-2024 successor to the Reddito di Cittadinanza) need an ISEE under the legal threshold plus other patrimonio limits. The DSU is the entry point — ADI applications query the ISEE directly through INPS's internal channels, no manual upload.

Carers & long-term care

Families placing a relative in an RSA, applying for ADI (assistenza domiciliare integrata) or for a centro diurno often use the ISEE socio-sanitario, with its restricted nucleo. The variant prevents the income of adult siblings and non-cohabiting children being weighed against the cost contribution of the elderly or disabled beneficiary.

Casa popolare applicants

ATER, ALER, Casa Spa and similar regional bodies use ISEE bands both to admit households to social housing waiting lists and to scale the rent contribution. The ISEE ordinario is the default; some regions accept the corrente when there has been a significant income drop after admission.

Documents you'll need to fill the DSU

The DSU asks for every member of the nucleo familiare. Have everything below within reach before you start — the form is unforgiving about missing fields, and the precompilata on inps.it only pre-loads what INPS and the Agenzia delle Entrate already hold.

Identity & family

Codice fiscale (and partita IVA where applicable) for every member of the nucleo familiare, plus an identity document. The DSU references the Anagrafe della popolazione residente; if a recent move hasn't been registered yet, fix that first or the DSU will mismatch.

Redditi

For each member with income: Modello CU from employer or INPS, Modello 730 if filed, Modello Redditi PF for partita IVA holders. Add any non-CU income — foreign income, occasional work, rents, dividends. The ordinario uses redditi from two years prior; the corrente refreshes to the last twelve months.

Patrimonio mobiliare

For each conto corrente, postal account, deposit, brokerage, pension fund and life-policy: saldo at 31 December and giacenza media (average annual balance) — the bank's certificato or e-statement carries both. Foreign accounts count too.

Patrimonio immobiliare

Visura catastale for each property showing rendita catastale, quota of ownership and category. Add any residual mortgage at year-end for the property, since the DSU subtracts the debt from the patrimonio. Include foreign properties when applicable.

Vehicles

Car, motorbike, boat and aircraft details — registration, fiscal power (cilindrata) and ownership share. Vehicles above the legal cilindrata threshold count toward patrimonio. Lease and long-term rental usually don't, but check the DSU instructions.

Disability & care

Disability certifications and care-status documents where applicable — they unlock the more favourable scala di equivalenza coefficient and the ISEE socio-sanitario variant. Include the ASL determination and any indennità di accompagnamento decision.

How the ISEE is computed — the scala di equivalenza

The headline ISEE figure is the household's total economic capacity divided by a coefficient that grows with family size and disability status. The mechanics are public — INPS publishes the parametro on inps.it — and worth understanding before you fill the DSU.

ISR — economic indicator

Add all redditi of every household member (employment, pension, self-employment, rents, foreign income) plus 20% of the patrimonio mobiliare value above the deductible threshold and a percentage of patrimonio immobiliare values net of any mortgage. The result is the ISR — Indicatore della Situazione Reddituale (income side) plus the Indicatore della Situazione Patrimoniale (patrimonio side) combined.

Scala di equivalenza

A coefficient that starts at 1.00 for a single, 1.57 for a couple, 2.04 for a couple with one child, 2.46 for a couple with two children, with extra weighting for additional members, disabled members and single-parent households. The coefficient divides the total ISR-plus-patrimonio sum to produce the equivalent ISEE figure.

Deductibles & franchigia

The DSU applies a franchigia on patrimonio mobiliare (the first €6,000 plus €2,000 per extra member up to a cap) and other deductibles such as rent and disability allowances. These reduce the patrimonio side and pull the ISEE down — easy to forget if you fill the form in a rush.

INPS automated check

After you submit the DSU, INPS queries the Agenzia delle Entrate (for redditi) and the Anagrafe Tributaria (for conti correnti) and reconciles your declared figures against what those archives hold. Mismatches trigger an annotazione on the attestation and can prompt benefits to ask for the original documents.

Most common DSU mistakes (and how to dodge them)

Forgetting giacenza media

Both saldo at 31 December and giacenza media — the average annual balance — are required for every account. People bring only the saldo; the DSU then triggers an INPS query and the attestation comes back with an annotazione discordante. Ask the bank for the certificato annuale, which lists both.

Missing foreign property or accounts

Patrimonio held abroad — second home in another country, foreign brokerage, pension fund — must be declared exactly like Italian ones. Omitting it is a classic vector for ISEE rejection when the Agenzia delle Entrate already knows via the quadro RW of the Modello Redditi.

Picking the wrong variant

A separated parent fills an ISEE ordinario when the child's school asks for an ISEE minorenni — rejected. A student fills ISEE ordinario when the university wants ISEE università — rejected. Use the variant cards above as a sanity check before submitting.

Filing too late in the year

Every ISEE expires on 31 December of its calendar year. Submitting on 5 January means weeks without a valid ISEE — and any Assegno Unico Universale fluctuates to the minimum amount until INPS sees the new attestation. File in late January at the latest.

Skipping the corrente after a job loss

If income drops materially mid-year, the ISEE ordinario keeps reflecting two-year-old figures and benefits stay low or get denied. File an ISEE corrente promptly — it overrides the ordinario and unlocks the right brackets within weeks.

Wrong nucleo familiare

The DSU's nucleo follows residential status from the Anagrafe della popolazione residente, not who you spend time with. Adults sharing the same anagrafica are in the same nucleo whether you like it or not; updating residency first when situations have changed is often a prerequisite for a coherent DSU.

ISEE ordinario vs ISEE corrente — what's the difference?

The ISEE ordinario uses redditi from two years prior (the 2026 ordinario uses 2024 income, since 2025 returns are still in the filing cycle) and patrimonio data from the year before. It is the default — valid throughout the calendar year. The ISEE corrente is an updated version you can request when the household has had a material economic shock: loss of a job, end of unemployment benefit, severe income drop above the legal threshold (typically over 25% in recent reforms), or significant changes in the patrimonio. How long is an ISEE valid?

Every ISEE is tied to the calendar year. An ISEE submitted in 2026 is valid until 31 December 2026; it doesn't matter whether you submit it in January or November — it expires on the same date. From 1 January the prior year's ISEE is no longer accepted for new applications, and you must file a fresh DSU. The only exception is the ISEE corrente, which has a shorter validity (six or twelve months from submission depending on the trigger). INPS pushes a reminder via the MyINPS area on inps.it before the year ends, and most benefits asking for ISEE include a deadline by which the new year's attestation must be presented.
