Frequently Asked Questions — Form W-9
What is Form W-9?
Form W-9, Request for Taxpayer Identification Number and Certification, is an IRS form that collects your TIN (SSN or EIN) and certifies it is correct. Businesses request it from freelancers, contractors, and vendors before paying them so they can issue a 1099 at year end.
When do I need to fill out a W-9?
You fill out a W-9 when a business or individual is about to pay you as an independent contractor, freelancer, or vendor and expects payments of $600 or more during the year. Banks and financial institutions also request W-9s to collect TINs for reporting interest and dividends.
Do I send the W-9 to the IRS?
No. Return the completed W-9 directly to whoever requested it — your client, hiring company, or bank. The requester keeps it on file and uses your TIN to prepare a 1099. The IRS does not receive the W-9 itself.
Is it safe to fill out a W-9 online?
On PDF Edit, yes. Your SSN and all personal information are processed entirely inside your browser. Nothing is uploaded to any server. You download the finished PDF and send it yourself, so you control exactly where it goes.
What tax classification should I select?
Most individual freelancers and contractors select "Individual/sole proprietor or single-member LLC." If you operate as an LLC taxed as an S-Corp or C-Corp, or as a partnership or trust, select the appropriate box. When in doubt, consult your accountant.
What is backup withholding?
Backup withholding is a 24% flat rate withheld when the IRS notifies a payer that your TIN is incorrect or that you are subject to it due to underreported income. Most people are exempt. Only note an exemption if the IRS has specifically notified you.
What's the difference between a W-9 and a W-4?
A W-4 is for employees — it tells your employer how much federal income tax to withhold from wages. A W-9 is for contractors and freelancers — it gives your TIN to a client so they can file a 1099. Contractors pay their own taxes through quarterly estimated payments.

About Form W-9
What It Is
Form W-9 is an IRS document that collects your name, business name, federal tax classification, address, and Taxpayer Identification Number. The requester uses it to prepare information returns — most commonly a 1099-NEC for contractor payments or a 1099-INT for interest income.
Who Fills It Out
Any U.S. person or entity that receives payments as an independent contractor, freelancer, vendor, or interest/dividend recipient fills out a W-9 when requested by the payer. Foreign persons use Form W-8BEN instead.
What Happens to It
The requester keeps the W-9 on file for at least four years. They use your TIN to file the appropriate 1099 with the IRS and send you a copy. You do not file the W-9 with your own tax return.
The $600 Threshold
Businesses must file a 1099-NEC when they pay a contractor $600 or more in a calendar year. They request a W-9 to get the TIN needed for that filing. Even if paid less than $600, you still owe self-employment tax on the income.
W-9 vs. W-8BEN
W-9 is for U.S. persons (citizens, residents, and U.S. entities). W-8BEN is for non-U.S. individuals, and W-8BEN-E is for non-U.S. entities. If you are a foreign contractor paid by a U.S. company, you submit a W-8 form, not a W-9.
